South Africa team: Governing for climate resilience and equity

Problem: How can South Africa address climate vulnerability while ensuring equitable access to water and energy?

Solution: Strengthen governance, combat corruption, and practice inclusive decision-making in climate adaptation.

During the May 2026 symposium, representatives from GEN's South Africa team examined how climate change, governance failures, and historical inequality collectively undermine water and energy security. While South Africa has progressive constitutional protections and national policies guaranteeing access to essential resources, the team argued that institutional weakness, corruption, and the exclusion of vulnerable communities prevent these frameworks from being effectively implemented. Climate change intensifies these structural problems, disproportionately impacting marginalized populations.

Rather than treating climate change as a purely environmental issue, the team emphasized the interconnected relationship between governance, infrastructure, and social equity. They highlighted the water-energy nexus, explaining how electricity shortages disrupt water treatment and distribution while droughts reduce water supplies needed for power generation. Case studies such as the 2022 KwaZulu-Natal floods and the country's record levels of load-shedding illustrate how governance failures amplify climate risks.

To address these challenges, the team proposed strengthening governance capacity, enforcing anti-corruption measures, expanding renewable energy initiatives, and incorporating community voices into policy development. Through their integrated analysis of climate science, public policy, and institutional reform, the South Africa team demonstrated that long-term climate resilience depends not only on environmental adaptation, but also on transparent governance and inclusive decision-making that prioritizes historically underserved communities.
